ZBE - Zonas de Bajas Emisiones
In Spain, municipalities are obliged to establish a low-emission zone to improve air quality, a measure prescribed by Law 7/2021 on Climate Change and Energy Transition. Many municipalities have already designated zones.
Vehicles registered outside of Spain do not require an environmental badge (Distintivo Ambiental), but may need to be registered or meet the entry criteria:
Petrol vehicles with Euro 0-2 emissions standards (first registered before 2000), diesel vehicles Euro 0-3 (first registered before 2006) and motorcycles and mopeds Euro 0-1 (first registered before 2003) may NOT enter these zones. All vehicles authorized to enter require proof of the approved emissions class. For foreign cars, the corresponding environmental sticker is usually sufficient. Motorcycles are currently checked on the basis of their first registration.
Registration is required for some cities (e.g. Barcelona and Madrid). All vehicles require proof of the approved emissions class and vehicle registration. The relevant contact addresses can be found on the websites of the cities.

Environmental stickers (Distintivo Ambiental) for motorcycles and cars from the Spanish road traffic authority DGT - Dirección General de Tráfico. Non-Spanish vehicles cannot yet obtain a DGT sticker.
